01. Petitioner is aggrieved of FIR No.0115/2022, registered with Police Station Rajbagh, Kathua, primarily on the ground that the investigating agency despite lapse of considerable period of about more than three and a half years has failed to file final report which is violative of his fundamental right of speedy investigation and trial.
02. Prima facie, case for indulgence is made out.

04. Ms. Nisha Kangotra, Advocate appearing vice Mr. Suneel Malhotra, learned GA waives notice on behalf of respondents No.1 & 2. She seeks and is granted four weeks' time to file reply.
05. Notice shall go to respondent No.3, returnable within four weeks.
