1. Heard Shri Abhishek Jaiswal, Advocate holding brief of Shri Gaurav Mehrotra, learned counsel for the petitioners and Shri Sandeep Chandra, learned Standing counsel for the respondents.

2. There is a consensus at the Bar that the matter is squarely covered by the judgment of this Court passed in Writ A No.39585 of 2013 in Re: Mathura Prasad and 199 Others Vs. State of U.P. and 11 Others decided on 23.07.2013, a copy of which is annexure RA-1 to the rejoinder affidavit dated 02.05.2014. The operative portion of the said judgment is reproduced below:-

"5. In the result the writ petition succeeds and is allowed. The impugned orders dated 09.05.2013 and 04.07.2013, so far as it relates to the petitioners, are hereby quashed. However, the respondents are at liberty to pass a fresh order after giving an opportunity of hearing to the petitioners."

3. Considering the aforesaid consensus, the writ petition is disposed of.

4. It is provided that the petitioners shall be entitled for the benefit of the judgment in the case ofMathura Prasad and 199 Others (supra).
