A Division Bench of the Madras High Court, comprising Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy- while cross-checking all affidavits filed by the Centre in the suo motu case pertaining to COVID-19, has suggested some measures to address various concerns surrounding the spread of Coronavirus.
Downfall in COVID Cases
The Court expressed that there was a downfall in the rate of increasing cases in Tamil Nadu and Puducherry.
"There has been an augmentation in COVID facilities and, by and large, those affected by the virus were receiving some form of treatment, which could, however, be better."
Oxygen Supply
The Court looked into the report of the Health Secretary filed on behalf of the State which mentioned that the State did not receive sufficient amount of oxygen.
"However, there are oxygen generators and concentrators which have been pressed into service and the supply of liquid oxygen is restricted for use of patients who are in critical care. The Court also hoped that the Centre would have augmented the supply of oxygen so as to ensure equitable distribution and enhanced supply to all States and Union Territories, including these two. The Court also noticed that BHEL is going to start the production of oxygen at its two units in the State and ordered the authorities to do it expeditiously."
Availability of Vaccine
The Court asked the Government to make a centralized plan for allotting the vaccines. It was noted by the Court that vaccination of 18-44 age group was started but there were no vaccines. The Court also suggested considering 'Sputnik vaccine' which required administering only a single dose. The Court also asked the Government- as to when those already vaccinated would require another round of vaccination (based on any scientific study).
High Charges in Crematorium
The Court noted that several cases pertaining to exorbitant demands made at several crematoria in the State- came to the forefront. The Court ordered the State to instruct local authorities to "ensure that there are checks in place at all the crematoria."
Sanitization
The Court suggested that sanitization with the use of sprays and disinfectants are effective, particularly at dumpsters and at those place where garbage may be collected or deposited.
