Issue notice to the respondents returnable within four weeks.

Mr. Anuj Dewan Raina, learned counsel accepts notice on behalf

of respondent No. 4. Objections, if any, be filed by him by or before the

next date of hearing.

Requisite steps for service of respondent Nos. 1 to 3, 5 and 6 be

taken within one week.

Learned counsel for the parties submit that an identical issue is

under consideration in WP(C) No. 2963/2025.

List on 12.12.2025.

Meanwhile, subject to objections and till next date before the

Bench, operation of the judgment dated 23.07.2025 passed by the

Central Administrative Tribunal, Jammu Bench Jammu in T.A. No.

5100/2021 shall stay. Alteration/modification on laying motion.
