1. The Public Interest Litigation was filed only to

ensure that Rules under Section 9 of the Bihar Coaching

Institute (Control and Regulation) Act, 2010 is framed.

2. A counter affidavit has been filed stating that the

draft Rules are now pending before the Finance Department. We

hope that the Rules would be brought out expeditiously.
