Baruah, learned counsel for the petitioner to produce the judgment of the Hon'ble Supreme Court which provides for pension in respect of persons who had retired from service after a whole career but in their entire career, they may not have been regularized. Mr. Pulak Nath, Assistant Registrar of NIT, Silchar is personally present before the Court and makes a statement that for the last 37 years, no watchman on a regular basis had been appointed in the institute and to that extent, a written communication is provided to the Court which is kept on record.
