On June 20, 2023, we had recorded that Mr.

Anindya Kumar Mitra, learned Senior Advocate

representing the appellants has concluded his argument.

However, there has been a change of circumstances.

After that date, a Division Bench of this Court in WPLRT 76

of 2022 has delivered a judgment on July 5, 2023. Such

judgment is relevant to the present proceedings and hence,

Mr. Mitra has made further arguments today before us.

List the matter once again on 19.7.23 when Mr.

Mitra, learned Senior Advocate will continue with his

submission.
