The Court made the following:

ORDER

The grievance of the petitioner is that the respondent authorities are

not issuing pattadar passbook in her favour in respect of the land in an extent

of Ac.1-39 39 cents in Survey No.21/1 and Ac.0 Ac.0-79 79 cents in Survey No.21/2 of SR

Palem revenue village and ar are e not updating the record of rights in the name RC,J

of the petitioner by deleting the entry- 'government land', despite the decree

and judgment passed by the Court in O.S.No.91 of 2011.

2. Heard learned counsel for the petitioner and Sri Praneeth, learned

Assistant Government Pleader.

3. Learned counsel for the petitioner in elaboration would submit that

despite the decree passed by the competent civil Court declaring the title of

the petitioner over the subject property, the authorities did not issue pattadar

passbooks and pursuantly the petitioner made a representation dated

22.11.2017, however, there was no response and it would suffice if a

direction is given to the authorities to dispose of the representation of the

petitioner by fixing a time frame.

4. On the other hand, Sri Praneeth, learned Assistant Government

Pleader, would submit that as per G.O.Ms.No.209 dated 14.06.2017, the

petitioner, for getting pattadar passbooks, has to make online application

through mee-seva and as per G.O.Ms.No.3 dated 22.02.2012 manual

applications submitted by individuals for the statutory services, which are

delivered through Mee-Seva, shall not be entertained. Therefore, the manual

representation of the petitioner for getting pattadar passbooks cannot be

considered by the authorities and if the petitioner makes an online application

through mee-seva, the same would be considered by the authorities. There RC,J

are no merits in the writ petition and the same deserves dismissal.

Accordingly, prayed to dismiss the writ petition.

5. Perused the record and considered the submissions made by the

learned counsel for both parties.

6. As per G.O.Ms.No.209 Revenue (EA &AR) Department dated

14.06.2017, the concerned shall make an online application through Mee-seva

for issuance of pattadar and title deed passbooks. G.O.Ms.No.3 Information

Technology & Communications (Infra) Department, dated22.02.2012 prohibits

consideration of manual applications submitted for getting the statutory

services, which are delivered through Mee-Seva. A cursory reading of both the

G.Os.makes it clear that the petitioner has to submit an online application for

issuance of pattadar passbooks and manual application, if any, submitted

cannot be entertained by the authorities.

7. In the instant case, the petitioner has submitted a representation

dated 22.11.2017 requesting the authorities to issue pattadar passbooks in

her favour for the subject property. As rightly contended by the learned

Assistant Government Pleader, the representation of the petitioner cannot be

considered by the authorities in view of the Government Orders referred to

above. Therefore, no purpose would be served in keeping this writ petition RC,J

pending inviting counter of the respondents and hence this writ petition can

be disposed of.

8. In the above view of the matter, this writ petition is disposed of,

giving liberty to the petitioner to make online application through mee-seva

for issuance of pattadar passbooks in terms of G.O.Ms.No.209, dated

14.06.2017 and upon such submission, the authorities shall dispose of the

same within the time stipulated as per the Rules in vogue. There shall be no

order as to costs.

As a sequel, miscellaneous applications, pending if any, shall stand closed.
