Heard learned counsel for the petitioner and learned counsel for the opposite parties.

The present petition has been filed with the following prayers :

(i) issue a writ, order or direction in the nature of mandamus commanding the respondents to consider and take a decision with regard to regularize the petitioners on class IV post pursuant to Regularization Rules 2016 by passing reasoned speaking order within the time frame.

(ii) issue a writ, order or direction in the nature of mandamus commanding the respondents specially respondent no.4 to pay the minimum pay scale to the petitioners in accordance with judgment dated 21.02.2002 passed by Hon'ble Apex Court in Civil Appeal No.3634 of 1998 State of U.P. Vs. Putti Lal till the petitioners are regularized on class IV post.

Without entering into the merits of the case, this writ petition is disposed of with direction to the petitioner to make a fresh representation raising all his grievances to the respondent no.4 within a period of ten days from today who shall consider and decide the representation of the petitioner in accordance with law by passing a reasoned and speaking order within a period of two months from the date of the representation.

Writ Petition is, thus, disposed off.
