In exercise of the powers under sub-section (1) of Section 2 of the Epidemic Diseases Act, 1897 (Act No. III of 1897), the Governor is pleased to make the following temporary regulations to carry out the purposes of the said Act :

  1. Short title and commencement.- (i) These Regulations may be called the Uttar Pradesh Epidemic Diseases Regulations, 1983.

(ii) They shall come into force with effect from the date of their publication in the Gazette.

  1. Definitions.- In these regulations 'pilgrims route' means the route or any portion thereof taken by pilgrims proceedings from Rishikesh (district Dehra Dun) to the shrines of Kedarnath, Badrinath, Gangotri, Jamnotri or Khemkund.
  2. Inoculation of pilgrims.- No person shall enter upon and proceed along a pilgrim route or shall be carried by any vehicle, dandyor jhams along such route unless he has been inoculated against cholera within six months of such entry or carriage and produces a certificate to the effect issued by a Medical Officer or Medical Officer of Health or Epidemic Assistant or Sanitary Inspector certificate signed by a Registered Medical Practitioner of modern medicine (Allopathy) will also be accepted if it is countersigned by the Honorary Secretary or President of the local branch of the Indian Medical Association and bears his seal of office.
  3. Production of inoculation certificate.- The certificate referred to in Regulation 2 shall be produced on demand by any Magistrate or any member of the Police or Health staff on duty at the point of entry along the pilgrim route.
  4. Inoculation, of pilgrims on the spot.- A person who is unable produce the inoculation certificate shall have to get himself inoculated at the inoculation post established at one of the barriers set up for the purpose before he is allowed to proceed.
  5. Officers authorised to check the pilgrims.- The Zila Adhikari or the Deputy Chief Medical Officer of Dehra Dun, Garhwal, Tehri-Garhwai, Chamoli and Uttar Kashi or any person authorised by aforesaid Officers may prohibit the pilgrims from entering upon or proceeding along the pilgrim route who rail to produce when demanded the inoculation certificate or refuse to get himself inoculated under regulations.
  6. These regulations shall not apply to military personnel or other staff on duty or to children under the age of three years.
