Punjab School Education Board (XIth Class Examination) Regulations, 1992

  1. Short Title.- These regulations may be called the Punjab School Education Board (XIth Class Examination) Regulations, 1992.
  2. Commencement.- These regulations shall come into force w.e.f. admission year 1992.
  3. Definitions.- In these regulations, unless there is anything repugnant in the subject or context :-

(a) 'Academic year' means the year commencing from 1st May to 30th April.

(b) 'Board' means the Punjab School Education Board.

(c) 'Examination' means the [XIth Class examination.]

(d) 'Institution' means an institution admitted to the privileges of the Punjab School Education Board.

(e) 'Pass Criteria' means the standard fixed by the Board for a candidate being declared successful in each subject of examination and/or the examination as a whole.

(f) All other terms of expressions used in these regulations but not defined shall have the meanings respectively assigned to them in the Punjab School Education Board Act, 1969 amended from time to time.

  1. Time of Examination.- All the institutions shall conduct [XIth Class Examination internally at the end of the session on the basis of the syllabus prescribed by the Board and instructions issued from time to time.]
  2. Eligibility for admission.- The following shall be eligible to get admission in the [XIth class]:-

(i) A person who has passed Matriculation Examination conducted by the Board or any equivalent examination recognised by the Board.

[(ii) Candidates placed under compartment/Re-appear in the Matriculation Examination conducted by the Board.]

(iii) Compartment/Re-appear candidates of the Matriculation Examination from the School situated in U.T., Chandigarh and Punjab State affiliated to the C.B.S.E., New Delhi.

[6. Admission Schedule. - (a) The Schedule of admission dates shall be fixed by the Chairman every year. For late admission late fee will be charged as under :-]

(i) At the first stage Rs. 50/-
(ii) At the second stage Rs. 100/-
(iii) At the third stage Rs. 200/-

 

  1. Admission to Result-later cases.- (b) A candidate whose Matriculation result is declared later by the Board, may seek admission without late fee within 15 days after the declaration of his/her result.

Provided that the Chairman may change the dates of admission.

  1. Eligibility for appearing in the Examination.- (1) A candidate shall be eligible in the examination, if :

(a) he has been on the rolls of an institution affiliated to the Board, throughout the academic year preceding the examination.

(b) his name has been struck off the rolls of an affiliated institution and he is re-admitted before the 14th day of commencement of examination; provided that he fulfills the other conditions required for the purpose.

(2) The Principal of the institution shall ensure that :-

(i) the candidate has attended not less than 75% of the full course of lectures and practicals (if applicable) arranged for his class in each of the subjects offered (to be counted from the last date of admission without late fee upto the last day when the classes break up for preparatory holidays).

Provided that in case of a candidate who has been admitted late to the institution due to late declaration of his Matriculation result i.e. within 15 days after the declaration of his result, the attendances will be counted from the date of his admission in the institution.

(ii) For calculating the number of attendances a candidate who is deputed by his institution for a contest or competition of any type outside the institution shall be treated to have been present on days he is so deputed.

(iii) Deficiency of not more than 10 attendances per subject (theory) and 7 per subject (practical) may be condoned by the Head of the institution concerned. Deficiency of more than 10 attendances but not exceeding 20 per subject (theory) and 10 per subject (practical) may be condoned by the Chairman on the recommendation of the Head of the institution concerned on sufficient grounds.

(iv) If the attendances of a candidate, 14 days prior to the start of examination, fall short of the required percentage, the head of the institution may allow the candidate to appear in the examination provisionally. However, the principal shall submit an application to the Chairman giving sufficient reasons for condoning the deficiency.

(v) the candidate has obtained atleast 25% marks in the aggregate of all the subjects atleast in one of the two House examinations. If a candidate fails to fulfill the condition the principal at his own discretion may hold a special test for such candidates. A candidate in order to become eligible for admission to the examination shall be required to obtain atleast 30% marks in aggregate of all subjects in the special test.

(vi) He has good conduct.

  1. Change of subject/group.- The Head of institution may allow change in subject/group within one month after the last date of admission.
  2. Migration.- The Board may allow migration from school to school and college to college. However, migration from school to college and vice versa may be allowed only where parallel institution does not exist at the place of migration. Fee for migration will be [Rs. 100/-]

[9A. No candidate from other school Board shall be allowed admission unless he fulfills the following conditions :-

(a) After the expiry of admission schedule fixed by the Chairman, candidate will submit his application to the Chairman for permission with Rs. 100/- upto 31st December and Rs. 500/- after 31st December upto 45 days before the start of examination. He will also produce the following documents with permission application :

(i) Migration certificate from the said Board;

(ii) Certificate of having passed the lower examination;

(iii) School leaving certificate duly countersigned by the District Education Officer or an authority of the concerned School Board. In case of mid-term migration, the total attendances shall be shown in the said certificate;

(iv) Eligibility or equivalency letter of the Punjab School Education Board.

(b) A candidate who has been allowed by the Chairman shall have to get admission within 15 days otherwise his permission shall be treated as cancelled. His permission will be revalidated only under special circumstances and he shall have to pay the permission fee again.]

  1. Medium of Examination.- A candidate may opt for Punjabi, Hindi or English as medium of Examination. However, in case of language, the language concerned shall be the medium of examination.
  2. Registration fee and Registration statement.- Within one month of the last date fixed for admission without late fee the Principal of an institution shall submit to the Board a statement showing the particulars of the students admitted in the [XIth Class alongwith the following fees]:-

(i) Registration fee :

Rs. 30/- per student in case of students who passed Matriculation Examination from this Board and Rs. 50/- per student from those who passed Matriculation examination from any other Board.

Note :- A student who passed his Matriculation Examination from a Board other than the Punjab School Education Board shall also pay Rs. 50/- as Migration fee and Rs. 20/- as eligibility fee.

(ii) Students Welfare Fund. Rs. 5/- per student

 

  1. Fees to be charged by the institution- The following fees shall be chargeable by the institution concerned :-
(i) Annual examination fee Rs. 25/- per student
(ii) Practical Examination fee Rs. 5/- per practical subject per student.

 

  1. Pass Criteria.- (a)(i) A student shall be deemed to have passed the examination, if he gets atleast 33% marks individually in two compulsory subjects and three elective subjects in case of Humanities, Science or Agriculture Groups and in four compulsory subjects in case of Commerce and all Groups of vocational stream

(ii) For subject/s involving oral/practical work, a candidate must obtain atleast 33% marks in the theory and practical separately in order to qualify the subject/s.

If a candidate who is placed under compartment or reappear in the Matriculation Examination, fails to clear the compartment/reappear subjects/subjects within the prescribed period, his result for the [XIth class shall be cancelled and he shall not be promoted to the Senior Secondary class.]

(iii) If a candidate has offered an additional subject alongwith the three elective subjects from the same group (Humanities and Agriculture groups), the marks obtained by him in three best elective subjects will be counted while declaring his result.

(iv) Any elective subject, if offered as an additional subject can substitute for another elective subject if a candidate fails in one of the main elective subjects offered, but passed in additional elective subject offered, provided that such a substitution shall not be permissible in Science group.

(v) Any permanently disabled candidate who cannot take practical examination on account of physical disability may be exempted from appearing in the practical examination. The marks obtained by him in the theory papers shall be increased proportionately. Such a candidate is required to produce a certificate of such disability from the civil surgeon of his district.

(b) Grace Marks. - If a candidate fails in one or more subjects and the total deficiency is not more than 1% of the aggregate marks, he shall be given these marks to make up the deficiency without regard to the number of subjects in which it is required in order to be declared pass.

[(c) Change of stream after passing the examination. - A candidate who has passed the XIth class examination from any institution affiliated with the Board or any equivalent examination may again seek admission in the XIth class, as a regular student, in any institution affiliated with the Board and opt for a new stream not already passed by him. Such a candidate shall clear all the subjects of the new stream in order to pass the examination. He shall be given a fresh certificate by the head of the institution.]

  1. Certification.- The Principal of the institution shall issue a certificate to each student on the basis of his performance in the [XIth Class examination.]
  2. If there is anything which is not covered by the above regulations the Board may take the decision in good faith and implement it.
  3. If any question arises as to the interpretation of the regulations, the Board's decision shall be final.
  4. The Punjab School Education Board Senior Secondary Certificate Part-I Examination Regulations, 1988 shall henceforth stand repealed.
