The Supreme Court of India is set to hear a series of petitions challenging the central government's decision to revoke Article 370 and bifurcate Jammu and Kashmir into two Union territories. A five-judge Constitution bench, led by Chief Justice of India DY Chandrachud, has been assigned to hear the case, addressing the constitutionality of the abrogation. This decision comes after a previous five-judge bench declined to refer the matter to a larger bench during a hearing in March 2020.

Defending the government's move, the central government submitted an affidavit to the apex court outlining the positive impact witnessed in the region following the abrogation of Article 370. The affidavit highlighted the notable improvements in peace, progress, and prosperity, stating that the region has experienced an "unprecedented era of peace, progress, and prosperity" since the constitutional changes were implemented in 2019.

One of the key arguments made by the central government in the affidavit was the significant decline in bandhs and strikes, with incidents reducing from 52 in 2018 to zero in 2023. The government also emphasized the tremendous growth in sporting activities, with participation reaching 60 lakhs in 2022-23, indicating the positive outcomes resulting from the changes made.

Furthermore, the affidavit emphasized the advancements in governance, developmental activities, public administration, and security matters within the Union territories of Jammu and Kashmir and Ladakh. The central government asserted that these changes have positively impacted all residents, regardless of their caste, creed, or religion. The affidavit highlighted the successful introduction of the three-tier Panchayati Raj system and the smooth functioning of institutions, including schools, colleges, and industries.

The abrogation of Article 370, announced on August 5, 2019, led to the enactment of the Jammu and Kashmir Reorganisation Act, resulting in the division of the state into two union territories: Jammu and Kashmir and Ladakh. This historic move aimed to address the long-standing issues faced by the region and to strengthen governance and development.
