SC say this would ‘subserve the cause of democracy’
Its now official, a Supreme Court-monitored floor test will take place in Uttarakhand Assembly on May 10 to decide the majority of the Harish Rawat-led government, the SC Bench said Friday.
The nine disqualified rebel Congress MLAs will not be allowed to take part in the floor test. Rawat has to now prove majority through division of votes.
To facilitate this the President’s Rule in the state will be lifted for two hours between 11 am and 1 pm on the day of the floor test, SC ruled.
The Supreme Court’s order came after the Centre agreed to the Supreme Court’s suggestion for conducting a floor test in the Uttarakhand Assembly, this will eventually pave the way for the political impasse in the state to come to an end.
The apex court bench had observed earlier that if the Centre accepts the suggestion, this would ‘subserve the cause of democracy’.
The Himalayan State of Uttarakhand is presently under President’s Rule after nine of the Congress MLAs rebelled against the party leadership and asked for a division of votes in the state Assembly when the money bill was tabled. They also sought the dismissal of the CM Harish Rawat-led Government.
The Congress Party has accused the BJP of bringing down ‘democratically-elected governments’ with the help of dissident MLAs. But the BJP has rejected these allegations and pointed to the factionalism within the Congress party.
At the same time, the CBI has summoned Ex. CM Rawat for questioning in relation with a preliminary enquiry (PE) in the controversial media sting CD in which he was purportedly seen talking to a middlemen in a bid to strike a deal with 9 dissident Congress MLAs.
