A Delhi Court has summoned the Director of the Forensic Science Laboratory (FSL) to appear in person on June 28, 2025, over failure to submit an expert report in a case involving allegations of public property defacement against former Delhi Chief Minister Arvind Kejriwal and others.

Despite the issuance of notice and its confirmed service, the Director of FSL failed to file the report. Noting the non-compliance, Additional Chief Judicial Magistrate Neha Mittal, on June 9, 2025, directed: "In view thereof, issue notice to Director, FSL to appear in person for 28.06.2025."

The case stems from a complaint lodged by Shiv Kumar Saksena, alleging the defacement of public property in the Dwarka area in 2019. The court, on March 11, 2025, allowed an application under Section 156(3) of the Criminal Procedure Code, 1973, directing the concerned Station House Officer (SHO) to register an FIR under Section 3 of the Delhi Prevention of Defacement of Property Act, 2007, and any other applicable offences. Pursuant to this direction, Delhi Police informed the court on March 28 that an FIR had been registered against Arvind Kejriwal, former MLA Gulab Singh, and MCD councillor Nitika Sharma.

On May 8, the Investigating Officer (IO) submitted an application seeking release of a CD containing photographic evidence, along with a Section 65B certificate, for forensic examination. It was submitted that the complainant was unable to produce the photographs and that the CD was essential for the investigation. The court permitted the release of the CD for the stated purpose.

Subsequently, on May 23, Delhi Police submitted a status report confirming that the CD had been forwarded to the FSL for expert opinion, and the result was awaited. The court directed the Director of FSL to expedite the examination and submit the report.
