5. It is contended by learned counsel for the petitioner that though the counter affidavit has been filed on behalf of State through respondent no.4, but the counter affidavit of respondent no.2-Director is also required.

6. Learned counsel for the State may file the counter affidavit of respondent no.2 within four weeks.
