3. Learned counsel for the parties are unanimous on the point that the issue raised in this writ petition has been decided in WPMS No. 2165 of 2023 & 2166 of 2023.
4. Accordingly, the writ petition is decided in terms of the judgment dated 09.09.2025 rendered in WPMS No. 2165 of 2023 & 2166 of 2023. Petitioner shall be at liberty to file revision before the State Government within ten days from today and he shall also be at liberty to seek benefit of Section 14 of Limitation Act, as regards time spent by him in pursuing the remedy before this Court.
5. For a period of ten days, no coercive action shall be taken against the petitioner.
