Heard Mr. Dushyant Mainali, learned counsel for the petitioners, Mr. C.S. Rawat, learned Chief Standing Counsel with Mr. Gajendra Tripathi, learned Standing Counsel for the State of Uttarakhand and Mr. Saket Badola, Director, Jim Corbett Tiger Reserve, who is present in the Court.

2. We have perused the judgment of Hon'ble Apex Court in the case of T.N. Godavarman Thirumulpad vs. Union of India reported in 2025 Supreme(SC) 1942 dated 17.11.2025, the Hon'ble Apex Court, by the judgment, as reiterated and affirmed certain earlier rulings and also issued detailed guidelines in respect of matters, including establishment of eco-sensitive zone, buffer-zone, tiger core area, tiger Safaris, establishment of eco-tourism, hotels, resorts, etc.

3. The Director, Jim Corbett Tiger Reserve, on a query, has responded that the carrying capacity is determined on the basis of the formula laid down in the National Tiger Conservation Authority Guidelines (Annexure-1 of the Guidelines framed by the National Tiger Conservation Authority).

4. For a better and pragmatic appreciation, the Tiger Conservancy Plan, drawn up by the Wildlife Board, requires to be looked into, as the formula has to be worked-out depending on the length of the route and the Safari timings.

5. In that view, the Tiger Conservancy Plan, relating to the Tiger Reserves and National Parks in the State of Uttarakhand, shall be shared with the counsel for the petitioner on his email ID ([email protected]), forthwith and a copy of the same shall also furnished to the Court.

6. List on 05.12.2025.

7. The presence of the Director, Jim Corbett Tiger Reserve, on the next date of hearing, is dispensed with.
