In this matter, arguments were heard and order was dictated in the open Court, but before the order could be signed, it is felt that some more arguments are required to be heard with regard to applicability of Sections 4 and 5 of the Uttarakhand Annual Transfer for Public Servants Act, 2017.

Since the order has not been signed, it has not attained finality in view of the judgment of the Hon'ble Supreme Court in the case of Kushalbhai Ratanbhai Rohit and Others Vs. State of Gujarat, (2014) 9 SCC 124.
