There is a clear violation of natural justice as well as Clause-J sub-Section 1 Section 8 of the Right to Information Act, 2005. Hence, rule nisi.

Issue notice to respondents returnable within four weeks, requisites for which shall be filed within seven days.

List this matter on 11.04.2023. In the interregnum, it is directed that the effect and operation of the impugned judgment and order dated 02.02.2023 (Annexure No.1 to the writ petition) shall remain stayed till the next date of listing.
