                                   Hon'ble Vipin Sanghi, C.J.
                                   Hon'ble Alok Kumar Verma, J.

1. Mr. S.S. Yadav, learned counsel for the petitioner.

2. Mr. Nishant Krishna Adhikari, proxy counsel for Mr. Ramji Srivastava, learned counsel for respondent No. 1.

3. Ms. Mamta Bisht, learned Deputy Advocate General for the State of Uttarakhand.

4. Mr. K.P. Upadhyay, learned Senior Counsel assisted by Mr. Hemant Pant, learned counsel for respondent No. 3.

5. An affidavit has been filed on behalf of respondent No. 3-Uttarakhand Medical Council, wherein it is stated that the Registration Certificate granted by it, initially for a period of five years, is renewed in routine, and the Registration Certificate issued to the petitioner is also as good as a Permanent Registration Certificate.

6. The submission of the learned counsel for respondent No. 1 is that the petitioner did not upload his Registration Certificate with the Medical Council, along with his Application. Finding the said deficiency, the petitioner was granted ten days' time to remove the deficiency, i.e. by 27.11.2021. Even by that date, the petitioner did not submit his Registration Certificate. Thereafter, the petitioner woke-up and approached this Court by filing the present writ petition. The petitioner's request for accepting his Registration Certificate was declined by the respondents, since it was sought to be produced only after expiry of the time granted by the respondents.

7. Learned counsel for respondent No. 1 has placed reliance on the judgment of the Supreme Court in State of Bihar and others vs. Madhu Kant Ranjan and another 2021 SCC ONLINE SC 1262, in particular, Paragraph 16 thereof, to submit that the respondents are only required to consider the documents submitted along with the Application Form.

8. Mr. Yadav seeks a short adjournment to advance his submission in this regard.

9. At his request, list on 16.05.2023.
