Mr. Bhagwat Mehra, learned counsel for the petitioner.

Petitioner was serving as Teacher in Government Inter College. According to him, he was eligible to be considered for promotion to the post of Principal in 2008 and the Departmental Promotion Committee (DPC) was also held for that purpose, but the promotion has not been given to him.

Petitioner retired from service on December, 2008. After his retirement, petitioner filed WPSS No. 513 of 2010, claiming promotion. The said writ petition was allowed by coordinate Bench of this Court vide judgment dated 15.05.2018.

Petitioner has sought enforcement of the said judgment by filing this contempt petition. Since there is inordinate delay of about four years in filing this contempt petition, therefore, this Court is not inclined to initiate contempt proceedings for violation of the said judgment against opposite parties, however, having regard to the fact that petitioner had filed WPSB No. 74 of 2020, which was dismissed as withdrawn with liberty to petitioner to approach the Contempt Court and the SPA No. 291 of 2021, filed by the State, was also dismissed by Division Bench of this Court on 26.05.2020, therefore, this contempt petition is disposed of with liberty to petitioner to make representation to the Competent Authority (opposite party No. 1). If petitioner makes representation within three weeks from today, the Competent Authority shall look into the matter and pass appropriate order, as per law, within four months thereafter.
