Heard Mr.Rama Krishna Kulkarni, learned counsel

representing Mr.V.Agni Kumar, learned counsel for the petitioner;

Mr.T.Sharath, learned Standing Counsel for Kaloji Narayana Rao

University, appearing for respondent No.3, Ms.Gorantla Sri Ranga

Pujitha, learned counsel appearing for respondent No.4 and perused

the record.

2. The petitioner in the present writ petition seeks for an

appropriate direction to the residents to permit him to register as a

candidate for admission to the M.B.B.S seat under the SC Group-I

category. According to the petitioner, he had secured 316 marks

than out of 720 and had stood 399574 in rank with total percentile

of 81.85%. However, because of the health condition of the

petitioner, he could not undertake online counseling registration

within the time stipulated and when the petitioner has approached

the respondents, they have refused only on the ground of the

petitioner having not undertaken the online counseling registration.

The last date of registration for counseling also got over on

25.09.2025.

3. Given the fact that the petitioner has not been able to get

himself registered for the online counseling registration and that the

counseling also has now begun, we are of the considered opinion

that no relief at this juncture can be granted to the petitioner

even though we have all sympathies with him. However, since the

portal for online counseling registration has itself got closed, it

would not be within the powers of this Court for issuance of any

direction for first reopening of the portal permitting the petitioner

registration and thereafter directing him to participate in the

counseling. The judgment referred to by the petitioner in ATUL

KUMAR V. CHAIRMAN (JOINT SEAT ALLOCATION

AUTHORITY) 1 would not come to the aid of the petitioner for the

reason that the relief granted in the said judgment also the relief

granted by the Hon'ble Supreme Court also was in exercise of its

power under Article 142 of the Constitution of India. No such

powers are vested with the High Court.

4. In view of the same, the Writ Petition is dismissed.

5. At this stage, the learned counsel for the petitioner submits

that in case the date of applications for registration to the above

course is extended, the University may be directed to consider the

application of the petitioner for registration for admission to MBBS

course under SC Group-I Category.

6. It goes without saying that in case the date of applications

for registration to the above course is extended, it would open for

the petitioner to make such an application, which would be

considered by the respondent University in accordance with law.

Miscellaneous applications pending, if any, shall stand

closed.
