Welfare Department represents respondents No.1 to 4.

2. Even though time has been granted on 28.08.2023 to make

an application seeking substitution of legal representatives of the

deceased appellant, no such application has been filed.

3. The appeal has, therefore, abated and the same is,

accordingly, dismissed. No costs.

As a sequel, miscellaneous petitions, pending if any, stand

closed.
