Judgment
25/01/2022
This appeal is filed by the original petitioner. He has
challenged the order dated 28.10.2021 passed by the learned
Single Judge in the writ petition. The petitioner suffers from
hearing impairment. He has applied for the post of stenographer
for which recruitment was initiated by the State authorities. Such
recruitment process, we are informed entails written test followed
by 100 marks of dictation which would be given in a span of 10
minutes time which the candidate then have to type out in
specified time. Fearing that unless some considerations are
granted, he would not be in a position to clear this test, he filed
the writ petition and made a prayer to direct the respondents to
(2 of 2) [SAW-51/2022]
give him relaxation in the shorthand test and test for transcription
of the dictated passages. His writ petition was disposed of by the
impugned order. The learned Singh Judge followed earlier order in
the case of Akanksha Sharma Vs. Rajasthan Staff Selection
Board, S.B. Civil Writ Petition No. 11838/2021 decided on
26.10.2021 and disposed of the petition on same lines. Perusal
of this order would show that the learned Single Judge has
directed for special sitting arrangement to be made to such
candidate who suffers from hearing impairment at the time of
steno typing test.
The petitioner was not satisfied with this limited benefit
granted he wanted specific relaxation and exemptions. He has
therefore filed this appeal.
Unfortunately, the petitioner who suffers from hearing
impairment has applied for a post which requires him to take
down dictation and type it out for the authorities. Unless and until
the petitioner clears the test, it would not be possible for the State
Government to recruit him. We do not think any further relaxation
can be granted than what is already provided by the learned
Single Judge.
In the result, appeal is dismissed.
