controversy in question rests decided by the judgment passed in

S.B. Civil Writ Petition No.2212/2019 (Tony Meghwal & Ors. Vs.

State of Rajasthan & Ors.).

Learned counsel for the respondents does not refute the

submission made by learned counsel for the petitioner.

In view of the ratio as laid down in Tony Meghwal's case

(supra), the present writ petition is also allowed on the same

terms.
