Counsel for the petitioner submits that vide order dated

11.01.2022 the petitioner has been blacklisted by the respondents

for the period of three years without issuing any prior notice in

this regard which is in violation of principle of natural justice.

In support of his contention counsel relied upon the

judgment passed by the Hon'ble Supreme Court in the matter of

Gorkha Security Services Vs. Government (NCT of Delhi) &

Ors., reported in (2014) 9 SCC 105.

In that view of the matter, issue notice to the respondent(s),

returnable on 03.03.2022.

Meanwhile, condition No.2 mentioned in the order dated

11.01.2022 (Annexure-5) shall remain stayed.
