The petitioner by way of public interest litigation, seeks
removal of the encroachments made over the Khasra No.116, 117,
118, 136, 196/84, 24, 5, 62, 63 and 64. In so far as the issue
regarding encroachment over the public utility land is concerned,
in the case of Jagdish Chand Meena vs. State of Rajasthan
and others (D. B. Civil Writ Petition (PIL) No. 10819/2018-
decided on 11.12.2019), this Court has directed the State
Government to constitute the PLPC and dealt with the issue of
encroachment of public utility land.

Since the issue has already been addressed in the previous
judgment, we are not inclined to pass a fresh order, however, the
petitioner may submit the representation/complaint before the
PLPC concerned and Committee shall look into the matter and
decide the representation within a period of four months from the
date of receipt of the representation/complaint of the petitioner.
With these observations, the writ petition stands disposed of.
