05. 1. Heard Mr. Das, learned counsel for the Petitioner and Mr. Dash, learned AGA for the Contemnor.

2. It is seen that neither the reply affidavit has been filed by the District Education Officer, Bolangir nor he is present in person before this Court, in terms of order dated 12th February 2026.

3. This Court vide order dated 12th February 2026 has specifically directed that the Opposite Party to file his reply affidavit before the next date and failing the same he shall appear in person before this Court. The Opposite Party has neither filed his affidavit nor has appeared. It is stated by Mr. Dash, learned AGA that due to accident, the Opposite Party is unable to appear before this Court.
