ORDER
Craving to invoke extraordinary power of judicial review
under the provisions of Articles 226 and 227 of the
Constitution of India challenging the promulgation of the
Odisha Panchayat Executive Officers Service (Method of
Recruitment and Conditions of Service) Rules, 2021
("Rules, 2021", for convenience), superseding of the
Odisha Village Level Workers (Recruitment and
Conditions of Services) Rules, 2008 ("Rules, 2008", for
short), purported to have restricted promotional avenue
of Grama Rozgar Sevaks ("GRS", abbreviated) engaged
under the Mahatma Gandhi National Rural Employment
Guarantee Scheme ("MGNREGS", for brevity), floated in
terms of the Mahatma Gandhi National Rural
Employment Guarantee Act, 2005 (for brevity, MGNREG
Act"), these writ petitions are filed.
2. These writ petitions are tagged to W.P.(C) Nos.22812 and
22464 of 2021 and came up for hearing on 28.10.2025.
It is submitted by the learned counsel appearing for the
respective petitioners that issue involved in these writ
petitions are identical to the matter content and context
in said writ petitions. It is conceded by counsel for both
sides that the result of said writ petitions would abide
these writ petitions.
3. Hearing of W.P.(C) Nos.22812 and 22464 of 2021, being
concluded the matter is kept reserved for preparation of
Judgment and the same is pronounced today (15th
January, 2026) in open Court.
4. In view of the above, the instant writ petitions stand
disposed of in terms of the Judgment pronounced today
(15th January, 2026) rendered in W.P.(C) Nos.22812 and
22464 of 2021. Pending interlocutory applications, if
any, shall stand disposed of. In the circumstances there
shall be no order as to costs.
