2. As directed, Mr. B.P.B. Bahali has obtained instructions that his client is still the Vice-Chairman of the RMC. He further produces copy of an order passed by this Court in W.P.(C) No. 225 of 2013 wherein the relevant provisions of the Orissa Agricultural Produce Markets Rules, 1958 have been interpreted.

3. Let a copy of this judgment be served upon learned State Counsel, who shall address the Court, considering the ratio decided in this application.
