              04.            1.       This matter is taken up through hybrid mode.

2. Mr. Pattnaik, learned Additional Government Advocate places on record the written instruction imparted by the Director (R & R) & Ex-Officio, Special Secretary to Government in the Department of Water Recourses, Government of Odisha vide Letter No.17849 dated 23rd July, 2025.

3. It is indicated that due to inter-departmental and intra- departmental approvals, the implementation will take a larger time. Hence, three months time is being sought for to sanction and payment of compensation amount.

4. The judgment in LAR No.21 of 2019 was passed on 20th February, 2024 by learned Civil Judge, (Senior Division), Nuapada. In the meantime, more than one and half years have elapsed. Thus, it is not understood as to why three months more time is being required for intra-departmental and inter-departmental approval as indicated therein.

5. In view of the above, this Court directs Director (R & R) & Ex-Officio, Special Secretary to Government in the Department of Water Recourses, Government of Odisha to file an affidavit explaining the time sought for implementing the order passed in LAR No.21 of 2019.
