2. Learned Senior Counsel appearing for the Petitioner contended that the issue involved in the present case is covered by an order passed by this Court on 06.05.2023 in WPC(OAS) No.30/2015.

3. Learned Addl. Government Advocate for the State on the other hand relied on two decisions passed by the Hon'ble Apex Court and two other decisions of this Court. Decisions cited by the respective counsels were interchanged herein Court. Copies of the judgments so cited by the learned counsel for the Parties be kept in record.
