2. Heard learned counsel for the parties.

3. Mr. B.P. Mohanty, learned counsel for the petitioner contended that this matter is covered by the judgment of this Court in W.P.(C) 13736 of 2017 disposed of on 15.03.2023 and this writ petition may be disposed of in terms of the ratio decided in the said judgment.

4. Learned Additional Standing Counsel raised no objection to the said submission made by learned counsel for the petitioner.

5. In view of the above submission, this writ petition stands disposed of in terms of the judgment dated 15.03.2023 passed in W.P.(C) No. 13736 of 2017.
