01. 1. The matter is taken up through hybrid mode.
2. Despite this Court's order passed on 20.12.2021 in W.P.(C) No.39870 of 2021, wherein it was directed to the contemnor to do the needful, as expeditiously as possible, prior to expiry of the last date of submission of the application form in the light of the Judgment passed in Dr. Snehalata Mallick vs. State of Odisha (W.P.(C) No.4242 of 2021, decided on 12.02.2021), the contemnor has brazenly violated the said order. Aggrieved by which, the present petitioner filed contempt, bearing CONTC. No.428 of 2022 and in the said CONTC, this Court has also passed an order dated 28.01.2022 to comply with the order passed the Court and accordingly, granted three weeks time from the date of communication of the order. But, the contemnor has again failed to comply the same.

3. The officer concerned is directed to file a reply by 30.03.2022, or else he will be personally present before this Court.
