    03.     1.      This matter is taken up through Hybrid Arrangement.

2. Heard learned counsel for the petitioner and learned

counsel for the State.

3. Pursuant to order dated 22nd of December, 2022, the

Superintendent of Police, Kendrapara and I.I.C., Patkura

Police Station appear in person before this Court.

4. Learned counsel for the State submits that in the

meantime, the complaint filed by the petitioner has already

been registered as F.I.R., i.e., Patkura Police Station Case No.

207 of 2022.

5. An affidavit has been filed before this Court. It

transpires that the Director General of Police, Odisha has

authorized the Deputy Superintendent of Police, CID, CB, // 2 //

Odisha, who is a junior officer to file the affidavit, which is

not acceptable to this Court. This Court had directed on

22.11.2022 to the Director General of Police, Odisha to file an

affidavit, which cannot be diluted nor can it be delegated to

a junior officer. This Court has also directed the D.G. of

Police to inform this Court regarding the number of police

stations, where the guidelines rendered in the judgment of

the Supreme Court in Lalita Kumari v. Govt. of U.P. &

Others1 has been displayed in the State. The Superintendent

of Police, Kendrapara submits that all the police stations in

the district of Kendrapara have complied with the order of

this Court and they have adequately sensitized their officers

by way of a meeting and instructions.

6. List this matter on 18th of January, 2023.

7. Personal appearance of the Superintendent of Police,

Kendrapara and I.I.C., Patkura Police Station is dispensed

with.

8. A free copy of this order be supplied to the learned

counsel for the State for onward transmission and

compliance.
