02.   20.01.2021                  This    matter        is    taken   up     through     Video
                   Conferencing mode.
                                  Heard learned counsel for the parties.
                                  The petitioner has prayed for the following relief:

                                 "It is therefore prayed that, your Lordships may
                      graciously be pleased:-
                                  (i) To admit this Writ Application.
                                  (ii) To direct the opposite parties to regularize
                                       and antedate the promotion of the petitioner
                                       as an Upper Division Clerk (U.D.C.) from
                                       17.10.2003 and subsequent promotion to the
                                       post of Head Clerk keeping in view the ration
                                       decided in the case of Rajendra Prasad
                                       Singh, vide O.J.C. No.4695 of 1999 disposed
                                       of on 18.10.2001 along with similar
                                       judgments of this Hon'ble Court as well as
                                       Govt. yardstick dtd.06.07.1977 and revise the
                                       pay within a time frame as fixed by the
                                       Hon'ble Court in the interest of justice and
                                       equity.
                                            And may pass any other appropriate
                                       order/orders, direction/directions as deemed
                                       fit and proper in the interest of justice.
                                           And for which act of kindness, the
                                       petitioner shall as in duty bound ever pray."

                                  Looking to the limited request involved herein
                   and as this Court finds, the representation of the petitioner
                   involving     the    matter   vide        Annexure-14     since     pending
                   consideration, this Court without expressing any opinion on
                   the merits of the case disposes of the writ petition directing
                   the Secretary, Department of Higher Education, Govt. of
                   Odisha, Bhubaneswar, opposite party no.1 to look into the
                   grievance of the petitioner vide Annexure-14 and take a
                   decision as appropriate, taking into consideration the grounds
                   raised in the writ petition and the documents taken in support
                   of the same, as expeditiously as possible preferably within a
                   period   of    one     and    half        months   from    the    date   of
                   communication of copy of this order along with copy of the

writ petition by the petitioner.
             As restrictions are continuing for COVID-19,
learned counsel may utilize the soft copy of this order
available in the High Court's website or print out thereof at
par with certified copies in the manner prescribed, vide
Court's Notice No.4587, dated 25.03.2020.
