BEFORE HON'BLE MR. JUSTICE A.GUNESHWAR SHARMA 26.3.2026 Heard Mr.S.Rupachandra, learned senior counsel assisted by Mr.Shahidur Rahman, learned counsel for the petitioner.

Learned senior counsel for the petitioner submits that petitioner has participated in 8 (eight) NITs issued by respondent No.3, i.e. Executive Engineer, PWD Ukhrul Division, with respect to development works in Ukhrul Town. Petitioner is aggrieved by seven letters of acceptance all dated 13.6.2026 given to respondent Nos.4 and 5.

The main ground for challenge in this writ petition is that the private respondents have quoted abnormally low bids as low as, (-

35) from the estimated cost and another ground is that the acceptance letter was issued without opening the bid and completing the whole process. It is also stated that in one Bid submitted by the petitioner, WP(C) No.86 of 2026 has been filed against another successful bidder and vide order dated 9.3.2026 this Court passed order keeping in abeyance of acceptance letter dated 10.6.2025 issued to the successful bidder, if not acted upon.

It is submitted that WP(C) No.86 of 2026 is listed on 1.4.2026 and the present case be listed along with connected matters i.e. WP(C) No.86 of 2026 as the NITs are issued by the same authority i.e. Executive Engineer, PWD Ukhrul.

Issue Notice.

Mr.S.Niranjan, learned Government Advocate accepts notice on behalf of respondent Nos.1, 2 and 3.

Petitioner is directed to take steps to respondent Nos.4 and 5 by dasti and file affidavit for proof of service.

List on 1.4.2026 along with WP(C) No.86 of 2026. Interim order will be considered on appearance of counsel for respondent Nos.4 and 5.
