Henba, learned counsel for respondent No.1(R1) and Mr. Phungyo Zingkhei,

learned State counsel for respondent Nos. 2, 3, 4 & 5 are before this Court.

2. Learned counsel for revision petitioner and R1 are ready to

advance arguments. As regard respondent Nos. 6 to 10, this Court is

informed that they have been duly served but they have not chosen to

enter appearance through counsel. Respondent Nos. 2 to 5 is State and Mr.

Phungyo Zingkhei, learned State counsel representing the State counsel on

record ( Mr. W. Niranjit Singh) requests for a short accommodation citing

difficulty for Mr. W. Niranjit Singh, learned State counsel, who is to argue

this matter.
