Heard Mr. Kishan, learned counsel appearing for the

petitioners.

Issue notice, returnable within 4(four) weeks'.

Ms. I. Sharmila, learned counsel assisting Mr. H.

Debendra, learned Sr. counsel and Dy. AG entered appearance and

accepts notice on behalf of respondent nos. 1 & 2, hence no formal

notice is called for in respect of the said respondents.

It has been submitted by the learned counsel

appearing for the petitioners that despite their best effort the

petitioners cannot find out/verify the residential/postal address of

the respondent nos. 3 to 64 and as such, a prayer has been made

on behalf of the petitioners to allow them to take steps for service

Page 1 of notice upon the said respondent nos. 3 to 64 by way of

substitute service by publishing the notice in 2(two) well circulated

local dailies (one in English and one in Manipuri) for two

consecutive days.

Prayer is allowed.

Steps should be taken within two weeks and

petitioners are to file affidavit showing proof of service of such

notice.

List these cases again on 17.04.2026.
