commenced.
[2] Mr. M. Rustam, learned counsel for R-1 (The Manipur
University represented by the Registrar, Manipur University Canchipur,
Imphal West, Manipur-795003) and Mr. S. Vijayanand Sharma, learned
Sr. PCCG (Senior Panel Counsel for Central Government) for R-2
(Ministry of Education, Government of India through Secretary,
Department of Higher Education, 122-C, Shastri Bhawan, New Delhi-
110001) who are before this physical court request for an adjournment.
[3] As regards R-1, Mr. M. Rustam seeks adjournment citing
counsel inconvenience. As regards R-2, Mr. S. Vijayanand Sharma,
learned Sr.PCCG requests for time for filing affidavit-in-opposition. To be
noted, this proceedings has to be read in conjunction with and in
continuation of earlier proceedings made in previous listings, more
particularly, proceedings made in the listing on 24.03.2026 (previous
listing) which reads as follows :
'24.03.2026 Read this in conjunction with and in continuation of earlier proceedings made in the previous listing on 12.03.2026.
Today Mr. Keisham Kishan, learned counsel on record for writ petitioners is before this Court on Video Conferencing (VC) platform.
Mr. Anjan Prasad Sahu, learned counsel on record for 'respondent No. 1' ('R-1' for the sake of convenience) along with Mr. Rustam, learned counsel on record led by senior advocate Mr. BP Sahu and Mr. Kh. Tarunkumar are before this Court (Physical Court).
Mr. S. Vijayanand, learned 'senior panel counsel for Central Government' ('Sr. PCCG' for the sake of convenience) for 'respondent No. 2' ('R-2' for the sake of convenience) and Mr. Jasobanta, learned counsel for 'respondent No. 3' ('R-3' for the sake of convenience) are before this Court (Physical Court).
Adverting to earlier proceedings dated 12.03.2026, Mr. S. Vijayanand, learned Sr. PCCG for R-2 and Mr. Jabosanta, learned counsel for R-3 request for further time for filing affidavits-in- opposition. Both learned counsel i.e. learned Sr. PCCG for R-2 and learned counsel for R-3 request for 2 (two) weeks time.
Mr. Keisham Kisham, learned counsel for writ petitioners submits that it has become necessary to file a rejoinder affidavit as according to him, new facts have popped up owing to the affidavit-in-opposition of R-1. Between today and next listing learned counsel for writ petitioners shall keep the rejoinder affidavit but the question as to whether new facts have popped up and whether rejoinder is to be taken on record will be considered later.
To be noted, all counsel agree that irrespective of whether rejoinder is taken on file or not, the main writ petition can be heard out in the next listing or listings immediately thereafter.
Interim order already granted on 25.02.2026, extended on 10.03.2026 and 12.03.2026 and now operating is extended till next listing.
List after a fortnight.
