[1] Mr. Rustam, learned counsel representing Mr. W.

Jamon, learned counsel on record protagonist qua Suo Moto 'Public

Interest Litigation' ('PIL' for the sake of convenience) led by Mr. Kh.

Tarunkumar, learned senior advocate and Mr. I. Amri, learned State

counsel led by Mr. Lenin Hijam, learned senior advocate and

Advocate General of Manipur for respondents are before this Court.

[2] Captioned main PIL has been registered pursuant to

an order of Hon'ble Supreme Court dated 30.07.2025 made in CIVIL

APPEAL No. 9920 OF 2025 {arising out of SLP(C) No. 13415 of

Page 1|7 2025} [Umri Pooph Pratappur (UPP) Tollways Pvt. Ltd. -vs- M.P.

Road Development Corporation & Anr.].

[3] Learned senior counsel on behalf of protagonist qua

Suo Moto PIL registered by this Court submits that there have been

some developments and repair/maintenance of critical roads, pan

Manipur, some more work is under way but substantial work

remains to be done.

[4] On instructions, learned senior counsel has also

placed before us some photographs (taken with GPS Map Camera)

depicting potholes and scanned reproduction of the photographs

are as follows:

that it is a case of 'work is in progress'. A large number force of

manpower has been deployed and budgetary allocation has also

been made qua financial year that commences today is his further

say.

[6] This Court is informed that there are 16 (sixteen)

revenue Districts in the State of Manipur and to be noted this Court

has also a benefit of reports from the respective DLSAs (District

Legal Services Authorities).

[7] We requisition a report from State an 'Action Taken

Report' (ATR) from the Principal Secretary (Works), Government of

Manipur inter alia giving details of action taken qua specific Districts

and also addressing points flagged in reports of DLSAs with time

frame wherever appropriate.

Page 6|7 [8] Let the report be placed before this Court in 6 (six)

weeks from today with advance copy to Mr. Rustam/Mr. W. Jamon,

learned counsel for protagonist qua Suo Moto PIL.
