Mr. I. Lalitkumar, learned senior counsel assisted by Mr. I. Denning, learned counsel, appears on behalf of the applicant; and Mr. K. Modhusudon, learned counsel, appears on behalf of the respondent.

An application has been moved on behalf of Mr. Wangkhem Shyamjai Singh, the applicant, praying as follows:

(a) Pass an order allowing the present application for impleadment and allow the Applicant/Petitioner to implead:

(i) Shri A. Subash, IAS, Deputy Commissioner, Thoubal, Government of Manipur, Thoubal, P.O. & P.S. Thoubal, Thoubal District, Manipur - 795138 as Contemnor/Respondent No. 3;

(b) Initiate appropriate proceedings against the Contemnors/Respondents for implementation & compliance of the judgment and order i.e. (i) order dated 19/06/2019 passed in W.P. (C) No. 506 of 2019 (ii) order dated 20/07/2019 passed in W.P. (C) No. 568 of 2019, (iii) order dated 22/07/2019 passed in W.P. (C) No. 506 of 2019, (iv) order dated 14/08/2019 passed in W.P. (C) No. 568 of 2019 and

(v) common order dated 14/08/2019 passed in W.P. (C) No. 506 of 2019 in favour of the Applicant, punish them in accordance with law or ensure the compliance/implementation of the judgment;

(c) Pass such other order or orders as are deemed fit and proper in the interest of justice.

Learned counsel for the respondent does not oppose the present application.

Accordingly, MC(CONT.CAS(C)) NO. 167 of 2022 is allowed by impleading Shri A. Subash, IAS, Deputy Commissioner, Thoubal, Government of Manipur, Thoubal, as respondent No. 3 in CONT.CAS(C) No. 5 of 2020.

Registry is directed to carry out necessary amendment in the cause-title of the main contempt petition.
