and pass appropriate orders on the petitioner’s Application dated 28.01.2026
and representation dated 06.12.2025 seeking to grant street vendor license,
under Form-III Clause 4(2) of The Tamil Nadu Vendors (Protection of
Livelihood and Regulation of Street Vending) Scheme and Rules, 2015, within
a time frame to be fixed by this Court.

ORDER
This writ petition has been filed seeking for a direction to the respondents
to grant street vendor license to the petitioner as per the provisions of Tamil
Nadu Vendors (Protection of Livelihood and Regulation of Street Vending)
Scheme and Rules, 2015, within a time frame to be fixed by this Court.
2. The petitioner claims to be a physically challenged person. He had
submitted an application on 28.01.2026 to the respondents seeking for grant of
street vendor license as per the provisions of the Tamil Nadu Vendors
(Protection of Livelihood and Regulation of Street Vending) Scheme and Rules,
2015, at the address morefully disclosed in the affidavit filed in support of this
writ petition. Since the said application has not been considered till date, the
petitioner has filed this writ petition.
3. Mr.S.Gopinathan, learned standing counsel, accepts notice on behalf of
the respondents, and on instructions, he submits that the address in which the
street vendor license sought for by the petitioner has been declared as a non-
vending zone. Therefore, he submits that the representation of the petitioner
will be considered in respect of other areas where it is possible to grant street
vendor license.

4. The learned counsel for the petitioner is also satisfied with the
submissions made by the learned standing counsel for the respondents.
5. Accordingly, this Court, without expressing any opinion on the merits
of the petitioner’s application, directs the third respondent to pass final orders,
on the petitioner’s application dated 28.01.2026, seeking for grant of street
vendor license in favour of the petitioner, at the appropriate place, where it is
feasible to grant the same, as per the provisions of Tamil Nadu Vendors
(Protection of Livelihood and Regulation of Street Vending) Scheme and Rules,
2015, after giving due consideration to the supporting documents produced by
the petitioner, within a period of 12 weeks from the date of receipt of a copy of
this order. With this direction, this writ petition is disposed of. No Costs.
