Prayer:- Writ Petition filed under Article 226 of the Constitution of India,
1950, praying to issue a Writ of Mandamus, directing the Respondents to
consider Petitioner's representation dated 25.09.2023 and consequently, direct
the Respondents to hold consultation with the Petitioner for the conduct of
Sanipeyarchi Festival – 2023 as per the directions issued by the High Court in
A.S. No. 426 and 429 of 1999.

Heard Mr. S.Girissh, Learned Counsel for the Petitioner,
Mr. S.Raveekumar, Learned Government Pleader (Puducherry) appearing for
the First to Third Respondents and Mr. V.Vasanthakumar, Learned Counsel
appearing for the Fourth Respondent and perused the materials placed on
record, apart from the pleadings of the parties.
2. The grievance ventilated by the Petitioner is that he had made a
representation dated 25.09.2023 to the Third Respondent for holding
consultation with him regarding conduct of Sanipeyarchi Festival – 2023 as per

the directions issued in the judgment and decree dated 03.08.2012 in A.S. Nos.
426 and 429 of 1999 passed by this Court.
3. In the report dated 23.11.2023 filed by the Third Respondent in
furtherance to the order dated 16.11.2023 passed by this Court, it has been
stated as follows :-
“6. In compliance with the directions of the Hon'ble High
Court of Madras, Chennai, in A.S. Nos. 426 and 429 of 1999,
the Government is consulting the Kattalai Visaranai –
Representative of Dharumai Adheenam through the Special
Officer, Executive Officer (Temples) and Indoor staff on a
regular basis. With regard to Sanipeyarchi Festival – 2023,
consultations are made with Kattalai Visaranai –
Representative of Dharumai Adheenam by the Special Officer
/ Executive Officer (Temples). Kattalai Visaranai –
Representative of Dharumai Adheenam was consulted on
07.11.2023 at Kattalai Madam in Thirunallar with regard to
seeking a date for Pandakaal Muhurtham in connection with
the Sanipeyarchi Festival 2023 and printing of Sanipeyarchi

invitation by the Collector-cum-Special Officer and Executive
Officer(Temples), SDSD, Thirunallaru. A draft copy of the
invitation was also given to Kattalai Visaranai –
Representative of Dharumai Adheenam.
7. The Executive Officer (Temples), SDSD, Thirunallar
had also sought time from Kattalai Visaranai –
Representative of Dharumai Adheenam for Pandhakkaal
Muhurtham in connection with the conduct of Sanipeyarchi
Festival 2023 vide Lr.No.Ne.A(Ko)
Sri.Tha.Su.The/Thiru/2023/474, dated 28.10.2023. Kattalai
Visaranai – Representative of Dharumai Adheenam had
communicated the auspicious date and time vide
Ne/Ka.Vi/Tha.Aa.Pe/Sri.Tha.Su.The/Thiru/2023-
2024/020/661, dated 13.11.2023.”
In view of the aforesaid action taken, nothing remains for further consideration
in the Writ Petition, but it would not preclude the Petitioner, if he has any other
grievance, to work out their remedies before the proper forum in the manner
recognized by law.

In the result, the Writ Petition is disposed with the aforesaid observations.
No costs.
