     Prayer for interim relief in the Writ Appeal stating that in the
circumstances stated in the appeal memorandum, the High Court be pleased
to stay the operation and implementation of the Judgment in Writ
Petition(C) No. 1713/2020 dated 14-06-2024 of this Hon'ble Court pending
disposal of the above Writ Appeal.
     This Writ Appeal again coming on for orders on 17/10/2024, upon
perusing the appeal memorandum and this court's order dated 30/08/2024,
the court on the same day passed the following:

C.M.Application No.1 of 2024 in W.A.No.1218 of 2024

2. This is an application filed by the appellant seeking an

order to condone the delay of 20 days in filing the appeal.

3. Having considered the averments in the affidavit filed

in support of this application and also the submissions made at

the Bar, we find that the appellant has offered sufficient cause for

condonation of delay.

4. In the result, this application is allowed by condoning

the delay of 20 days in filing the appeal.

5. Admit.

6. The learned Senior Government Pleader enters

appearance for respondents 1 and 2. Adv.P.U.Shailajan enters

W.A.No.1205 of 2024 and conn.cases

appearance for respondents 3 and 4. Adv.Nisha George enters

appearance for the 5th respondent. Therefore, service of notice is

complete in the writ appeal.

7. The operation of the impugned judgment of the learned

Single Judge is stayed for a period of three months.
