This Court has to consider whether a person,

who had obtained an order under the Kerala Land

Utilisation Order prior to 31.12.2017, is required

to pay fees under Section 27 A of the Kerala

Conservation of Paddy Land and Wetland Act, 2008

to regularise the land. We appoint Adv.Indu Susan

Jacob as amicus curiae to assist the Court.
