        Writ petition (civil) praying inter alia that in the
   circumstances stated in the affidavit filed along with the WP(C)
   the High Court be pleased to direct the 2nd respondent to issue
   movement permit to the petitioner on the basis of Ext.P1
   quarrying lease and other statutory licenses, forthwith, pending
   disposal of the writ petition.


        This petition coming on for admission upon perusing the
   petition and the affidavit filed in support of WP(C) and upon
   hearing the arguments of M/S.ENOCH DAVID SIMON JOEL, S.SREEDEV,
   RONY JOSE, LEO LUKOSE, SUZANNE KURIAN & CIMIL CHERIAN KOTTALIL,
   Advocates for the petitioner , the court passed the following:

Learned counsel for the petitioner shall implead the Government as a party to this writ petition.

Learned Special Government Pleader seeks time to get instructions.

The respondents shall get specific instructions as to why movement permits are not being issued inspite of Ext.P3 judgment of the Division Bench.
