Application praying that in the circumstances stated in the
affidavit filed therewith the High Court be pleased to extend the time
limit fixed by this Hon'ble High Court by order dated 24.03.2021 in WP(C)
No.35029/2018 for a further period of six months to complete the
investigation and to file the final report in the interest of justice.
This Application coming on for orders upon perusing the application
and the affidavit filed in support thereof, and this Court's judgment
dated 02.03.2020 and this Court's order dated 24.03.2021 in IA 1/2021 and
upon hearing the arguments of GOVERNMENT PLEADER, for the Applicants in
IA/respondents 1to 3 in WP(C), M/S.V.SETHUNATH & V.R.MANORANJAN, Advocates
for the Respondent 1 in IA/ petitioner in WP(C) and of SASTHAMANGALAM S.
AJITHKUMAR, SPECIAL PUBLIC PROSICUTOR for the respondent 2 in
IA/Respondent 4 in WP(C), the court passed the following:

The investigating officer was granted an extension of
time to complete the investigation on 24.03.2021 and there
was a specific direction that no further extension will be
granted. Not only the investigating officer failed to complete
the investigation within the stipulated time, he did not even
seek an extension of time. Now he has come seeking an
extension of time after a delay of 67 days. This sort of
behaviour on the part of the investigating officer is deprecated.
I would direct the Superintendent of Police, Crime Branch
to take note of such laxity and indolence on the part of the
investigating officer in continuing with the investigation and
seek his explanation regarding the delay. I can understand
that because of the Covid pandemic, certain delay may have
been caused, but at least he should be vigilant enough to seek
an extension of time before it expires. A report of the WP(C) No.35029/2018 3/3

Superintendent of Police, Crime Branch shall be placed before
this Court, within a period of two weeks.
