                                     JUDGMENT

Against Exts.P4 and P5 notices issued to the petitioner, the

petitioner has chosen to prefer Ext.P12 appeal before the 2 nd respondent,

Committee. The limited prayer at this stage is for a direction to the 2 nd

respondent to consider and pass orders on the appeal, expeditiously, after

hearing the petitioner.

2.I have heard the learned counsel appearing for the petitioner and

also the learned Government Pleader appearing for the 3 rd respondents. In

the nature of the order that I propose to pass, I do not deem it necessary to

hear the respondent Panchayath.

On a consideration of the facts and circumstances of the case as also

the submissions made across the Bar, I dispose the writ petition by

directing the 2nd respondent to consider and pass orders on Ext.P12 appeal

preferred by the petitioner against Exts.P4 and P5 notices, within a period

of six weeks from the date of receipt of a copy of this judgment, after

hearing the petitioner. Coercive steps pursuant to Exts.P4 and P5 notices

shall be kept in abeyance till such time as orders are passed by the 2 nd

respondent as directed and the orders communicated to the petitioner. The

petitioner shall produce a copy of the writ petition together with a copy of

this judgment, before the 2nd respondent, for further action.
