During the course of argument, learned Senior counsel for the petitioner submits that the matter may be passed over for the day so that he may produce before this Court the various rules/guidelines/circulars etc. which is similar to that of Rule 14 of Central Civil Services (Classification, Control and Appeal) Rules, 1965 which was subject matter of consideration in the case of Union of India Vs. B.V. Gopinath to bring this case within the ratio of aforesaid judgment.
